Hey all. Just wanted to mention I've been having this issue as well lately (couldn't log in since the update last night). I was reading through the thread and saw other people were having issues with steam running in the background. I went through my current processes to see what could cause it (steam wasn't running) and so I figured I'd try anything else that may be using the network.
First thing I tried was Hi-Rez Studios' Update Manager for Tribes: Ascend. This instantly fixed the issue, but what confused me was the process should not be running (I have auto-update off). My guess is that is uses the same process to update by hand as well, and just runs it when starting the game and the process got left at some point. I can't explain the interference between Eve & this updater, but it seems to be (in my case) caused by networking processes being left open.
If you lock your computer a lot or have had an online program crash (which could, in theory, cause it to keep attempting to use the network), try rebooting your machine entirely (cold boot - shut down, wait a few seconds, start back up) or (if you know what you're doing) search/end your processes to see if you can find what else causes the issue.
Hope you can figure this one out CCP! If I continue to have the issue in the future, I'll bring you more information then. If you are interested now, I live on a college campus in north New Jersey, so they act as my ISP.

As you can see, the timeout at part 2 is consistent, and happens regardless of destination. My college's network setup can be admittedly bad. Running Win7 64-bit. If you guys need anything else, let me know.
